Job Description

The Budget Manager is in charge of all programmatic components of the program’s internal and external reporting. This role is the principal financial interface with program employees, and it will lead efforts to organize financial information alignment among executive, program, and development personnel.

Qualifications:

  • Prepares and analyzes income and expenditure reports; advises supervisory employees on trends in revenue and expenditures; prepares quarterly reports of revenue and expenditures to express relationships of projections to actual expenditures to enhance city budget reports.
  • Analyzes accounting records and human cost data to assess program funding needs and provide budget suggestions.
  • Oversee the day-to-day budget operations for the agency’s programs, Help program managers in their assigned divisions come up with and carry out business strategies that are financially sound and help the agency meet customer expectations.
  • Analyzes data for unique projects; compiles, examines, and analyzes it; offers service and manpower levels for particular projects.
  • Expenses and operational initiatives are compared to preceding fiscal years. The Supervisor gets budget adjustment reports.
  • Performs a variety of tasks and responsibilities, some of which may not be included in the job description but which fit within the employee’s occupational category and responsibility level.
  • Analyze program business cases, forecasts, make-or-buy decisions, rate studies, and other financial modeling and analysis with the support of the Agency Budget Director.
  • A division’s operational and financial difficulties are handled by the Office of Management and Budget Office of Finance, which processes all Agency grants. Planning and management of the state attorney’s budget (SAO).
  • Supervises the development and administration of the Center’s annual budget and other funded budgets, as well as the forecasting of funds required for personnel, equipment, materials, supplies, and program activities; monitors and recommends the approval of expenditures based on sound financial judgment.
  • Financial and budgetary analyses for OFM, legislative staff, senior management, and external stakeholders. Accurate, comprehensive, excellent.

Skills:

  • Professional management competence in establishing, monitoring, and managing an operational budget and grant preparation/administration is necessary.
  • Scientific and Analytical Capability to assess and develop conclusions from data; to back proposals with facts and analysis; and to understand and implement rules, regulations, and policies. Capacity to effectively communicate ideas and information verbally and in writing using language that is easily understood by the intended audience.
  • Accredited bachelor’s or higher degree in finance, business, accounting, or public administration.
  • At least three years’ experience in a similar position; excellent organizational and people skills; good communication and writing skills; ability to work in a fast-paced environment; self-motivated and able to handle multiple responsibilities; good management skills and ability to work and develop others as a team; advanced knowledge of Microsoft Office (including Word, PowerPoint and Excel) and graphics/desktop and Internet software knowledge is helpful..
  • A quantitative analysis master’s degree requires accreditation in one of the following areas: accounting, business/public management, financial and economic analysis, or a closely related topic.
