Job Description

In this role, the Budget Manager is in charge of all programmatic components of the program’s internal and external reporting. This job serves as the principal financial interface between program employees and the executive, program, and development staff, and will lead efforts to ensure that financial information is communicated in a consistent manner.

Qualifications:

  • Budget difficulties are researched, and financial facts and patterns are evaluated and analyzed; future resource availability is projected, and remedial measures are recommended.
  • Prepares a composite budget; gathers budget data from departments and prepares a suggested budget plan; proposes acceptable budget levels for departments.
  • In order to assess performance consistently and effectively, the incumbent must integrate into a department operation team for a short- or long-term assignment, developing rapport; and adopt analytical criteria. It is essential to be able to establish and stick to deadlines.
  • Respond to requests for information from a range of internal and external sources concerning assigned program areas, and work with stakeholders as required to produce accurate and timely replies.
  • By partnering with the Office of Management and Budget (OMB) and the Office of Finance, you will be able to support the assigned divisions’ operational and financial requirements, as well as grant processing (OF).

  • Manages the preparation of the City’s operational, performance, Capital Improvement Program (CIP), and other budgets; manages the annual budget development and review processes; establishes and monitors budget development standards, policies, and calendars; and publishes the final approved City budget.
  • VP&S Office of Budget and the department’s budgetary concerns. Assist with the development of the budget story for the department.
  • When it comes to making decisions about everything from resource allocation to the quality of the services they get, customers and employees are constantly engaged.
  • Short and long-term financial forecasts and multi-year forecast models are produced, as well as short and long-term income and expenditure predictions and multiyear forecast models; compared to budget and projections, discovered revenue control issues, and advised budget revisions.

Skills:

  • Strong aptitude for and expertise in working with massive datasets, integrating software solutions, and utilizing business intelligence tools.
  • Master’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analysis, or closely related field.
  • To be considered for this role, you must have four (4) years of professional management experience in budget and grant preparation/administration.
  • Minimum of three years’ experience in a similar position; excellent organizational and people skills; good communication and writing skills and the ability to work in a fast-paced environment; self-motivated and able to handle multiple responsibilities at once; good managerial skills and the ability to work and develop others as a team; Knowledge of Microsoft Office (including Word, PowerPoint, Excel, and Publisher), as well as graphics/desktop and Internet applications, is advantageous.
  • The ability to handle the financial and budgetary affairs of a large organization with an understanding of public sector financial theories and ideas as well as best practices.
